I believe the earlier you start your baby learing ISR Self-Rescue swimming skills the better. It gives them confidence and the respect for the water. I would compare it to "programming" them to respond appropriatley to the stimulus of the water. This response becomes second nature. Vital tools they need to survive an aquatic accident.
